Caldwell council forwards Central Urban Renewal plan to Planning and Zoning; approves canvass, annexation and finance items

The Caldwell City Council voted unanimously on Nov. 17 to direct staff to submit the Caldwell Central Urban Renewal Project Area Plan to the city’s Planning and Zoning Commission for review and recommendation, a preliminary step before a public hearing and an ordinance consideration scheduled for Dec. 15.
“Mister Stender did, our county assessor, raise a concern about the legal description and map,” said Mister Hilty during the presentation; he told council members the plan remains a draft and emphasized that the law requires a public hearing and an ordinance before an urban renewal area is created.
Councilor Williams moved to approve the resolution directing the submission of the plan; Councilor Doty seconded the motion. Voting was opened and the motion passed unanimously, sending the plan to the Planning and Zoning Commission, which is expected to consider it this week; public testimony and final action would occur at the Dec. 15 council meeting if the plan is forwarded.
In related actions the council accepted the canvass of votes for the Nov. 4, 2025 election as provided by the Canyon County Commissioners after a legal review by Mr. Klass, who cited Idaho Code Title 50 Chapter 4 12 and advised the council that acceptance of the canvass is the appropriate ministerial action.
The council also approved sponsor-introduced Bill No. 68 / Ordinance No. 37-20 to annex Maple Hill Subdivision Phase 3 and Balardi Crossing Subdivision into the municipal irrigation district. The ordinance was moved, seconded and adopted unanimously.
Separately, the council accepted the finance report and approved accounts payable in the amount of $5,163,612.00 and electronic payments and payroll totaling $832,253.28; the motion carried on a council voice vote.
Council members used the comments period to highlight local achievements and upcoming events. Councilor Williams noted local bull rider Jordan Spears’ national ranking and told residents the police department reported crime down nearly 13% year-to-date and a police budget nearly 8% below projections; he credited staff and officers for maintaining staffing and introducing new technology. The mayor adjourned the meeting following brief council remarks.
