Garrard County board approves final pay application, grant assurances, calendar and two MOUs

Superintendent (speaker 3) presented a final pay application for the Garrard County High School student athletic fields that included $67,620 in retention funds. "This is the retention funds that were held ... in amount of $67,620," the superintendent said, and recommended that the board approve the pay application. Doctor Mann made the motion to approve and Richard Smith seconded; the board voted unanimously in favor.
The board next approved a biennial assurance (referred to in the meeting as the "Frisky Assurance Certification") covering 2026–2028 required by KDE for continued receipt of noncompetitive funds. The superintendent described the assurance as a regular submission that affirms the district is meeting program regulations; Miss Davis moved to approve and Mister Hart seconded; the motion passed unanimously.
The board approved a shortened school day for an LES student after the superintendent explained such adjustments are made only with doctor approval and ARC review when appropriate. Mister Smith moved to approve the shortened day and Doctor Lamb seconded; the motion passed unanimously.
Board members also approved the 2026–27 school calendar after the calendar committee recommended attending school the Monday around election day to avoid breaking up the fall schedule; Mister Hart moved to approve and Miss Davis seconded.
The board approved a memorandum of understanding with Thomas More University to make district facilities available and to pursue dual-credit arrangements from January 2026 through December 2027; Miss Davis moved to approve and the board recorded a unanimous vote. The superintendent also requested verbal approval to proceed toward a formal MOU with the Lexus Winter Guard (a professional winter guard described by the superintendent as a revenue opportunity for band), with McGeorge making the motion; the board granted verbal approval and asked staff to return with a formal MOU next month.
All recorded votes on these action items were unanimous, and no abstentions or recorded dissent were noted during the meeting.
