Lewisburg council delays second reading of property-maintenance code until codes director in place

Lewisburg — The Mayor and Council of the City of Lewisburg voted Dec. 9 to defer second reading of Ordinance 25-11, an update to the city's property maintenance code that would repeal Title 13 and adopt the 2024 International Property Maintenance Code.
City Manager Barbara told the council she had delayed a close review until a codes director was in place and asked members to postpone adoption: "I would like to ask you all to defer it till we have a codes director in place," she said, citing outstanding questions and the need to develop enforcement procedures. Barbara recommended that the person who will run the office help craft the implementation details.
A councilmember moved to defer the ordinance until a codes director is hired. The motion passed on a roll-call vote: Councilman Michael, Councilman Barnes, Councilman Thomas, Councilman Krutcher and Councilman Robertson recorded 'Aye' votes. No recorded 'No' or abstentions were announced in the minutes.
The deferral leaves the substantive policy decision on the International Property Maintenance Code pending. Council members and staff discussed the need to define enforcement steps and penalties before adoption; Barbara said she can draft procedures but preferred input from the future codes director.
Next steps: the council did not set a new date for the ordinance to return; staff said they will continue work on procedures and enforcement details and that the matter will be revisited after a codes director is on board.
