Apple Valley Council approves liquor-fund transfers, renews on-sale alcohol licenses for 2026

The Apple Valley City Council approved a resolution authorizing transfers from the municipal liquor fund and adopted the annual renewals of on-sale liquor, wine and 3.2% malt liquor licenses for 2026 during its Dec. 11 meeting.

Councilmember Lisa pulled consent item 4F to highlight how municipal liquor stores support city programs and services. "I just would like to kind of point out the resolution to authorize the transfers from the liquor fund," Lisa said, describing the transfers as an opportunity to educate the public about how purchases at city liquor stores help fund community services. The council approved the resolution (motion by Councilmember Bridal; second by Councilmember Hebert) by voice vote.

City staff member Christina presented the annual license renewals. "We have 21 on sale liquor licenses, 1 on sale liquor concessionaire license, 7 on sale wine and beer or 3.2, and then 1 3.2 license only," Christina said, and added that police, fire and finance had reviewed the applications and found no issues. The public hearing on the renewals was properly noticed; Councilmember Melander moved to adopt the renewal resolution and Councilmember Graendahl seconded the motion; the council voted 'aye.'

The motions renew existing licenses and authorize the liquor-fund transfers; no dissenting votes were recorded in the meeting transcript. The renewals and the transfers are administrative actions that allow licensed businesses to operate in 2026 and permit the city to allocate liquor-fund resources according to the approved resolution.
