The board voted to approve a conditional rezoning for a 2.6‑acre parcel at 7346 Brogdon Road (case 25‑09) that the applicant proposes to develop as small‑format retail. Planning staff said the parcel lies in an agricultural residential area and that the community business conditional zoning request restricts building size and footprint consistent with neighborhood‑scale retail.
Brent Purdum, an engineer with Bowman, described the site plan, confirmed a proposed on‑site stormwater BMP for the development and said the plan fits within property boundaries. He said NCDOT reviewed the submittal and had no immediate road improvement requirements based on current traffic counts. Staff noted there is currently no sewer in the area, so the development would rely on an individual septic system.
No members of the public spoke at the hearing. Staff told commissioners the Planning Board recommended approval with conditions and the applicant indicated assent to those conditions as presented. The board moved, seconded and approved the conditional rezoning by voice vote.
The approval is limited to the permitted uses and conditions shown in the applicant’s application and staff report and will be implemented through site‑plan review and permit checks by the Planning Department.
