School board approves November financials, minutes correction and $385,000 transfer request

Chief financial items were summarized by the board's finance presenter, who reported instructional payments of about $467,000 for November including New Horizons ($128,400), Faison Center ($54,700) and Plan B Academy ($50,350); technology payments near $192,900 (including $87,600 to CDW and $94,400 to Microsoft); and school nutrition payments of about $661,000 (Sodexo $624,800). The presenter said state revenue for November 2025 was roughly $7.4 million higher than November 2024 and total operating expenditures were roughly $2.3 million higher, driven by a 3.5% salary increase, higher health premiums and added positions.

Following the presentation, Mr. Schaefer moved to approve the financial matters as presented; Mr. Richardson seconded and the motion passed unanimously, 5–0.
Separately, board members moved and approved an amendment to Nov. 24, 2025 minutes to change a reference from "Senator Whitman" to "Congressman Whitman." The board then approved the consent calendar, which included donations totaling $4,536.65 and the York River Academy charter renewal, by a 5–0 vote.
The meeting's primary action item asked the board to request that the Board of Supervisors approve a transfer of $385,000 from the revenue stabilization fund to pay for a divisionwide facilities and space study anticipated to begin in January. Chief Financial Officer Bill Bowen explained the funds will cover the study and staff said they had explored piggybacking on the county's contract to reduce duplication. Mr. Pajevich moved to approve Resolution 25-74, Mr. Richardson seconded, and the motion passed 5–0.
