York River Academy presentation precedes board's charter renewal approval

York River Academy's principal, Holly Sheffield, outlined the charter renewal process and defended the school's mission Thursday, and the York County School Division board approved the academy's five-year renewal as part of the consent calendar.
Sheffield, the principal of York River Academy, told the board the renewal effort began in October 2024 and included surveys, a formal needs assessment in June 2025 and a charter renewal team of students, parents, staff and community partners. "York River Academy is a student centered learning community where every voice is valued and every pathway is honored," Sheffield said during her presentation.
The academy, created in 2002 as Virginia's second public charter high school, serves primarily students identified as at risk and emphasizes small class sizes, individualized four-year plans and technology-rich instruction. Sheffield said the school's program offers industry-recognized credentials, advanced coursework options and service-learning opportunities designed to keep students on a path to graduation and postsecondary success.
Board members highlighted YRA's performance on the state's School Performance and Support Framework during the meeting. Superintendent Carroll noted earlier in the agenda that YRA scored in the region's top five in multiple categories; Sheffield added that the school meets accountability standards independent of the other high schools in the division.
The charter renewal was included on the consent calendar and was approved when the board voted to adopt the consent items by a 5–0 margin. The consent calendar also included donations and routine personnel and administrative items. The approved renewal will keep YRA operating under its charter for the next five academic years.
Board materials indicate an annual report and the charter renewal packet were posted for reference. Sheffield told the board she was available to answer questions and the charter renewal team said it would continue oversight to ensure compliance with state requirements and the school's goals.
