Fillmore keeps core goals, adds parks-district feasibility study and elevates emergency preparedness for 2026

The Fillmore City Council reviewed progress on its 2025 goals and voted Dec. 12 to keep downtown revitalization, parks and recreation, and public infrastructure as primary priorities while changing the fourth and fifth goals for 2026.
City Manager Erica presented a year-end progress report summarizing completed projects and initiatives, including City Hall plaza renovations, street resurfacing, automated metering and Aqua Hawk leak-detection software, playground and park improvements, and expanded community events and business engagement programs.
Council members then discussed whether to substitute emergency preparedness or other topics into the five-goal framework. Several members urged a steady focus on the existing goals; others proposed adding a targeted feasibility study to analyze funding options for parks and recreation — including whether a parks and recreation district, bond, or local sales-tax measure would be feasible. The council adopted a motion to retain goals 1–3, designate goal 4 as a feasibility study on parks/parks-and-rec district or other funding mechanisms, and designate goal 5 as emergency preparedness.
Councilmembers asked for regular updates on homelessness partnerships and contracts (staff noted Turning Point case management services will begin next year) and requested that the feasibility study scope and timeline be returned as a staff report or RFP for consultant proposals. The city manager said staff will prepare procurement documents and bring contract recommendations back to council for approval.
The vote was unanimous. Council directed staff to incorporate the changes into budget planning and to return with more detailed proposals and potential timelines for the parks-district feasibility work.
