Rock County approves roughly $12 million in Human Services provider contracts

The Rock County Board of Supervisors approved renewal contracts for Human Services Department providers on a roll call vote after questions from supervisors about the scope, procurement and fiscal scale.
Kate Luster, who briefed the board, said the contracts are the department’s largest and are brought to the full board when individual contracts exceed $200,000 under the county purchasing ordinance. She said the item represents renewals for services that the department routinely provides, including home-delivered meals, residential placements for children and adults, psychosocial rehabilitation through comprehensive community services and crisis stabilization services.
“These are renewal contracts for services that we have been providing that are routine to our department,” Luster said, noting some residential placements are outside the county while many other services are delivered in residents’ homes, schools and community settings.
Luster estimated the total contract expenditures are “probably close to probably $12,000,000” for the set of contracts, and clarified that those figures reflect county expenditures and do not include revenue offsets that some contracts may have. On the question of contract duration and procurement, Luster said RFP cycles vary by service; some services are procured through regular RFPs while residential placements are provided at state-certified rates and are not run through competitive bids.
Supervisors pressed for more detail on whether the contracts were new or renewals, how the five‑year RFP terms function and whether the county reconciles actual payments to contracted amounts. Luster said annual reconciliation occurs, providers submit expenses monthly or quarterly as appropriate and that providers subject to the $200,000 threshold must provide independent audits.
Supervisor Tillman noted the Human Services Committee had received detailed briefings and that the contracts implement spending the board already approved in the 2026 budget. After a motion to call the question and a roll call, the contract resolution passed on a vote of 25 yes, 1 no.
