Council approves minor riverfront amendment, sets TIF activation and adopts updated ethics code

The council unanimously approved a set of economic development and governance items.
Joanna McSpadden (finance/economic development) explained a minor amendment to the riverfront redevelopment project plan that adds language capping administrative fees at a maximum of 5% of revenue received; she said that reporting of administrative fees has historically been done separately and the amendment clarifies the budget language.
McSpadden also described a resolution to activate Tax Increment Financing (TIF) District B in the Western Gateway project plan. The council set an activation date of Jan. 1, 2027 in order to comply with statutory timing and sequencing; staff noted the district is east of Western Avenue.
The city auditor presented a revised comprehensive code of conduct and ethics policy that aligns with updated city employment policies and charter changes. The revision clarifies allowable secondary employment, political activity for employees, expands examples of fraudulent actions and integrates the city’s new core values. The council adopted the policy by unanimous vote.
