A rezoning request for property at 13725 Southwest 15th Street was deferred to Jan. 13 after residents and the council raised concerns about neighborhood notice and infrastructure capacity.
Cynthia Cycle, president of the Belmont Crossing Homeowners Association, told the council the preliminary plat appeared to show about 670 single‑family homes and 70 duplexes and said residents were not notified under methods they expected. “If my math is right, it's approximately 670 houses and 70 duplexes in those 2 tracks,” she said, and asked the council to defer action and require the developer to hold a large community meeting to address water, sewer, electricity and drainage needs.
Council members and staff said planning and department reviews include infrastructure assessments, but they acknowledged neighborhood outreach concerns. David Box (appearing representing staff) noted the city’s notice process follows state statute and ownership lists provided through title companies; he said staff will work to coordinate with neighbors. Council moved to defer the item to Jan. 13 to ensure additional neighbor notification and coordination with departments and the applicant.
