Council approves interlocal agreements, park contract and event permit in December session

At its Dec. 8 meeting the Zephyrhills City Council approved a series of operational and project‑level items aimed at transportation, public safety funding and park construction.

The council unanimously approved an easement enabling a bus shelter pad in front of the Culver's site after staff explained it is one of three shelter locations supported by county funding and local pads. Staff said construction of the shelter structures will follow pad installation and coordination with Pasco County.

The council also approved an interlocal agreement to collect Pasco County’s fire‑rescue impact fees on behalf of the county; the city will collect the fees through its building‑permit process, retain an 11% administrative fee, and remit the remainder to the county. Staff noted the fee applies prospectively to new construction and is not retroactive.

Council awarded contract 37‑25‑15 to Reeves Young LLC for construction‑management services for Zephyr Park; preconstruction services were capped at 0.75% of the estimated GMP and the agreement mirrors previously used CMAR language. Staff said funding was budgeted for the park in fiscal year 25‑26 and council approved the award unanimously.

Finally, council approved a permit designating downtown a 'wet zone' — allowing alcohol service — for the Pigs in the Hills event on Feb. 28, 2026, after the chamber confirmed public‑safety coordination with police and event logistics.

Each item was approved by voice vote with no recorded dissents.
