The Columbia Heights Public Schools board authorized contracts for the Valley View Indoor Air Quality and deferred‑maintenance work, accepting the bid‑review team's recommendations and awarding work across multiple scopes with a combined total of $13,180,151.79.
Director Hennigan summarized sealed bids opened Nov. 18 and described recommendations from Kraus Anderson and the district selection committee. The board reviewed contractors for concrete, roofing, mechanical and geothermal systems, electrical work, finish trades and specialty equipment. Hennigan read the list of recommended firms and explained the committee’s point‑based process for evaluating 'best value' sections of the bid package.
When asked how the district determines 'best value,' Hennigan said the committee scored bidders on experience with similar school projects, proposed value‑added approaches and interview responses; the point system required a bidder to achieve the highest percentage of the available points (more than 50%) to receive a best‑value award.
Laura moved to approve the Valley View construction bids and Jessica seconded. The board deliberated briefly about the project’s scale and thanked staff for months of preparatory work. In a roll‑call vote the board recorded unanimous approval.
The bids approved cover multiple scopes so construction will be coordinated across prime contractors; Director Hennigan noted the district had factored long‑term facility maintenance levy authority into financing plans for the phased project.
