Copperas Cove council honors six employees marking five years of service; workshop had no business

Copperas Cove — The City Council’s Dec. 2, 2025 workshop meeting was devoted to employee recognitions and contained no workshop agenda items. City Manager Ryan Havela presented service awards to six staff members who each marked five years with the city, and the council adjourned the workshop to begin its regular meeting at 6:00 p.m.
Havela opened the recognition segment by noting the council would not hold another workshop this month and introducing award recipients. He said Janina Scott, billing supervisor in Utility Administration, began with the city on Dec. 21, 2020, and praised her role implementing billing and fee-schedule updates and training staff. "Thank you, Janina, for your great five years," Havela said, noting her work on timely, accurate billing and as a departmental go-to expert.
The city also recognized Caleb Linville, drainage supervisor, who Havela said began Dec. 14, 2020 and advanced from light equipment operator to drainage supervisor; Havela noted Linville’s oversight of the city’s drainage system and contributions to the municipal separate storm sewer (MS4) program. Bobby McAdoo Jr., an operator at the South Wastewater Plant hired Dec. 14, 2020, was recognized for holding a TCQ wastewater certification and a commercial driver’s license and for mentoring newer staff.
Ryan Havela also honored Daniel Dimmers, who Havela said started Dec. 7, 2020 in Parks and Recreation and has moved into a maintenance supervisor role; Havela highlighted Dimmers’ work on City Hall lobby improvements, cross-departmental projects and his completion of the city’s development and leadership academy. Christopher Weck, a heavy equipment operator in Solid Waste hired Dec. 7, 2020, was recognized for operating transfer-station equipment, maintaining vehicles and training employees.
Each honoree was framed by Havela as a reliable contributor to departmental operations; the city provided hire dates and role descriptions during the presentation. The workshop concluded after those presentations and was adjourned to the regular meeting set for 6:00 p.m.
No votes or formal council actions were taken during the workshop portion of the evening.
