Commissioners also discussed whether a shorter initial term (three or five years) would be more appropriate while clarifying public‑access commitments; staff indicated they would bring proposed amendments and a substitute motion back to the legislative meeting the following Monday.
The commission voted to move the matter forward with no recommendation so the item can be handled legislatively next week; no final lease was approved at the work session.
