Oconomowoc council approves routine resolutions, library appointment and aerator ordinance; assigns lease to American Tower

Following presentations, the City of Oconomowoc Common Council convened and acted on a series of routine and substantive items on Dec. 2. Key outcomes:

• Finance and fees: Council approved resolution 25‑R‑3323 to authorize annual indexing of impact fees and sewer availability charges effective Jan. 1, 2026; approved the Lake Country Municipal Court 2026 budget (res. 25‑R‑3324) after committee recommendations; and approved development application review fee adjustments (res. 25‑R‑3325) that modestly raise administrative chargebacks.
• Contracts and intergovernmental items: A GIS professional services contract with Mead & Hunt was approved (budgeted funds carried forward; bid $43,000 vs $48,000 budget). Council approved an updated intergovernmental agreement with Waukesha County for the municipal recycling dividend program to reflect a new recycling facility in Germantown following the 2023 loss of the prior Milwaukee facility.
• Utilities and write‑offs: Council accepted and approved four utility customer write‑offs (noted as the lowest total since 2019) for accounting purposes.
• Ordinance on aerators: On second reading the council amended language to use the term “inland waters” and approved ordinance 25‑01112 (section 21.19) restricting use of aeration devices in inland waters. Staff clarified the definition changes from the prior meeting; the ordinance passed by roll call.
• American Tower lease assignment: Council approved assignment and assumption of a lease transferring site rights from AT&T to American Tower; staff indicated no immediate changes in antennas or service capacity are proposed and that any future capacity additions would require review and approval.
Roll call votes were recorded for the resolutions and ordinance consistent with the meeting minutes. No staff reports required additional council action and the meeting adjourned after brief aldermanic remarks about community events.
