Machesney Park committee approves $1.85 million warrant, accepts Windridge improvements and authorizes Stones Landing bids
The Machesney Park Administration Finance Committee approved a $1,851,965.83 warrant and forwarded three resolutions to the full village board with positive recommendations at its Dec. 15, 2025 meeting.

The committee voted to move the warrant to the board after a voice vote. Trustee Stromberg moved approval and Miss Payne seconded.

Staff reported on Resolution 1R26, asking the village to accept public infrastructure in Windridge Subdivision Plat 10 and release the developer's letter of credit. "Plat 10 of Windridge Subdivision was approved by the village board in January 2024, and it was recorded in July 2024," said Izzy, a village staff member. Izzy told the committee the original surety before recording was $979,695.14 (about 115% of the estimated road, sewer and water improvement costs) and that work completed in February 2025 allowed the letter of credit to be reduced to $213,560. Izzy said the developer has completed the remaining improvements aside from minor spring regrading and pavement markings and requested release of the letter of credit and acceptance of 740 linear feet of public roadway and approximately 1.1 acres of right of way.

On personnel matters, Shannon, a village staff member, described Resolution 2R26, which updates the personnel policy manual and amends the deputy clerk job description to reassign direct supervision of the administrative assistant/deputy clerk from the village administrator to the finance and HR director. "Reassigning the direct supervision of the deputy clerk from the village administrator to the finance director will strengthen organizational efficiency," Shannon said, noting the deputy clerk performs records management, licensing, election support and finance backup duties. The committee approved the change and staff recommended the amended job description be attached to the personnel policy manual.

The committee also authorized staff to advertise bids for the Stones Landing expansion under Resolution 4R26. Miss Bean said earlier permitting delays have been resolved after approvals from FEMA and IDNR, and staff now recommend moving forward with bidding. The proposed work includes an expanded boat launch, a separate vehicle parking lot, an accessible walking path connecting parking areas, a fishing pier and overlook, and a freestanding restroom. Fairgram will assist with bidding at no additional cost to the village and McMahon Group will serve as construction manager; staff anticipate awarding a contract in 2026 with construction in spring and summer.

There were no public comments. The committee approved all motions by voice vote and adjourned.
