Palm Coast council approves first reading of backyard chicken ordinance with minor language edits

The Palm Coast City Council approved at first reading a new local ordinance permitting backyard chickens and amending the Unified Land Development Code.
Staff said the ordinance reflected direction given at prior workshops. Council members debated animal-health wording related to keeping coops clean. One council member recommended changing the draft phrase requiring coops to be "kept free of insects and rodents" to a more practical standard requiring coops be free of "rodents and excessive insects" to avoid frivolous complaints over minor insect presence. Council agreed to that edit and motioned to approve the ordinance at first reading with that change. Vice Mayor Pontieri, Councilmember Gambarro, Councilmember Miller, Councilmember Sullivan and Mayor Norris voted yes; the motion passed unanimously.
The ordinance includes that fee setting will occur at second reading and that the second reading is scheduled for Dec. 16.
