The City of Palm Coast voted to award the construction phase for Matanzas Woods Parkway West Extension Phase 2 (a bridge and roadway segment) while pressing staff to tighten contracts with utilities.
City staff and engineers described the project as a four-phase multi-lane connector that will cross the FEC railroad and spur west-side economic development. Funding sources include transportation impact fees and an approximately $21 million state appropriation; staff reported the low bidder was C.W. Matthews and that the city has funds for the current phase.
Council members focused on the utility relocation agreements, in particular an FPL relocation contract and FEC costs that include a re-estimate clause staff described as open-ended. Council members asked whether the city would be in privity of contract with contractors used by FPL and whether the city could be exposed to uncapped increases. Staff and the city attorney said they would seek contract language to add caps, tie potential increases to an index (for example CPI for labor/materials), require longer records retention and confirm third-party beneficiary rights or other remedies.
Council approved the resolution to proceed with the project and award subject to those negotiated protections and continued review by city attorneys; vote was unanimous.
