Council names Cathy acting city clerk, approves temporary pay parity

The council voted to designate Cathy as acting city clerk while the elected city clerk remains out of the office and approved temporary pay equal to the clerk's salary during the acting period.
City Attorney Stokes recommended formal designation because the city clerk performs charter-level duties. Council members debated whether the acting pay should equal the existing clerk's salary or be a percentage of that salary; a motion to appoint Cathy as acting city clerk with pay equal to the existing clerk's salary passed by roll call.
Separately, City Manager Benton and council discussed the city attorney recruitment process. Council reached consensus to proceed with two remaining candidates and to schedule interviews and public-facing sessions in early January.
