The Middleton Parks, Recreation & Forestry Commission on Feb. 3 approved or recommended several items affecting pool operations, user fees, urban forestry and park accessibility.
Donation: The commission accepted a donated Little Free Library from Brenda Phillips for Meadows Park; staff will provide labor for installation while the donor supplies construction materials and volunteers will manage stocking and upkeep. The donation was moved by the alder for District 3 and seconded; the motion passed by voice vote.
Baumann Pool water management agreement: Staff said the annual water-management contract with Caraco Aquatic Resources Inc. covers chemicals and pool-startup services for the season at a cost of $22,000 plus a $400 delivery charge. The commission moved to recommend approval to the finance/personnel committee and common council and carried the recommendation by voice vote.
Middleton Gator Swim & Dive user agreement: The commission approved the annual agreement for the Gators’ use of Baumann Community Pool, including an increase in the per-swimmer fee from $63 to $70 for 2025. Staff explained the city’s long-term aim is to transition user groups toward covering full facility costs; commissioners characterized the increase as a gradual step.
2025 Baumann Community Pool fee schedule: Staff proposed raising nonresident fees (individual nonresident from $110 to $115 and family nonresident from $225 to $250) after benchmarking similar regional pools. Commissioners asked for historical nonresident pass counts; staff provided 2024 numbers for resident family passes (104) and nonresident family passes (27), and noted the overall revenue impact should be modest. The commission recommended the new fee schedule.
Street tree inventory contract: The commission approved contracting with a forestry firm to complete the city-wide street-tree inventory (completing the remaining city area, adding park trees and identifying planting spots) to support a future management plan. The firm is listed in the materials as Bluestem/Blue Street Forestry; staff said the city had a partial inventory in 2024 and the last complete update was more than 10 years ago.
ADA design services for Penny Klein and Firefighters Memorial Park: The commission recommended approval of a design/engineering agreement with an architecture and planning firm (not to exceed $15,160) to develop ADA improvements across multiple fields and spectator areas. The motion to recommend approval was contingent on city-attorney satisfaction and carried.
Several liaison updates followed, including planning commission actions on school-district field reconfiguration, progress on the Allen Boulevard soccer-field project with attention to tree preservation, the parks department assuming administration of the Black Community Garden and a community petition (reported at the meeting) supporting paving a conservancy trail segment.
The commission adjourned at the end of the meeting.
