Willdan Financial Services presented the study and rate recommendations. Councilmembers discussed timing and asked staff whether to bring a fee schedule and ordinance to the Nov. 6 or Nov. 18 meeting. Staff and the presenter said they would return with an ordinance and detailed fee schedule on Nov. 18 for formal consideration.
Council voted to postpone final action, directing staff to provide the ordinance and fee schedule at the November 18 meeting for further review.
