La Porte board approves payrolls, claims and a citizen refund; authorizes paying 2025 claims through Dec. 31 where appropriations remain

On Dec. 16 the La Porte Board of Public Works and Safety approved routine payrolls and claims across city funds and approved a citizen refund for a property owner who was billed while homes were demolished.
Clerk/treasurer items approved included a $1,614.75 medical shared-savings payroll reimbursement tied to a contracted surgery in Indianapolis and a civil city payroll of $545,068.93. The board approved civil city claims of $752,087.08, sewage claims of $795,444.26 and water claims of $307,301.62. Member Conacher noted that members receive emailed claim lists in advance and review them rather than simply "rubber-stamping" the packets.
Emmanuel (Eman), the utility-billing office manager, asked the board to approve a one-year credit for charges that continued to run on four demolished parcels; staff recommended a one-year credit roughly totaling $1,004.20 for garbage plus additional small line items. The board approved the refund motion. The board also voted to allow continued payment of 2025 claims through Dec. 31, 2025 when appropriations remained available.
No further audit or supplemental funding decisions were made in the meeting; board members emphasized the pre-review process for claims and the need for transparency and staff follow-up when anomalies appear in billing.
