Buellton — The Buellton City Council on Thursday adopted interim rules for the new library meeting room after extended discussion about permissible uses, noise, insurance requirements and who should be allowed to rent the space.
Public Works Director Rose Hess presented a revised draft application and rules. Staff described the room as intended primarily for meetings and advised against using it routinely as a party or event facility because the room is attached to the library and noise could interfere with library operations. The draft included a requirement for liability insurance and restrictions on amplified music and alcohol without special-event permits.
Councilmembers debated several issues: whether to allow acoustic (non-amplified) music for small events; the appropriate liability-insurance threshold (staff said the standard is $2 million in some rentals, the draft used $1 million as a baseline with exceptions possible for small family uses); whether to permit commercial use and vending; and how to handle partisan political groups and contentious meetings without risking unconstitutional discrimination. Several councilmembers urged more precise policy language and proposed an ad hoc committee to refine rules; others favored an immediate opening with staff discretion.
To balance competing concerns, the council adopted a motion to open the meeting room initially only to Santa Barbara County 501(c)(3) nonprofit organizations and government entities and to delay broader rental availability until the facility's lower parking lot is open (staff estimated lights and parking work would be completed by the end of the month). Council Member Sanchez voted no; the motion passed by roll call 4-1.
City staff said they would monitor use, gather data and return with recommended adjustments. The council also discussed potential future refinements on fees, special-event permits, food and alcohol rules, and whether to place additional restrictions on commercial vendors.
