Muskogee — After receiving calls about where tiny homes could be located under existing codes, the City Council on Dec. 8 directed staff to draft specific zoning designations and ordinances for tiny homes, RV parks and mobile‑home parks.
Miss Sarah Winkle reported the city has received multiple inquiries and that current R‑5 zoning groups tiny homes, mobile homes and RVs under one classification. Staff said the R‑5 category is "muddy" and recommended separate standards for bulk, yard and lot sizes; she reported staff-level review has considered tiny‑home lots in the 400–700 square‑foot range to ensure code and inspection compliance.
Councilors welcomed the research but emphasized that tiny‑home communities should be built to standard neighborhood infrastructure — curbed streets, gutters and drainage — and that the city should not accept gravel roads in new developments. One councilor said he would not support annexation or development that creates substandard infrastructure.
Council voted to direct staff to prepare draft ordinances and zoning designations and to return proposals early in the new year. Staff said they will consult other municipalities' approaches and consider placement relative to the comprehensive plan before returning refined language to the council.
