The City of Muskogee approved a mid‑year budget amendment (Resolution 30‑66) on Nov. 24 that moves prior‑year excess general fund revenue into a stabilization account and a special projects fund and increases the general fund to cover several items.
Finance director Dennis Reed presented details: a transfer of $760,112.44 to the stabilization account and $1,167,462.82 to special projects. Specific allocations included $468,298.91 for debt service to the Muskogee Redevelopment Authority; $40,000 for professional services (strategic plan); $115,000 for a URA street project in the TIF district; $200,939.91 for facilities grounds and maintenance; $10,000 for code enforcement vests; $50,000 for the Hatbox Sports Complex; $172,500 total in employee stipends ($500 each); $15,000 for a police department drone program; $8,000 for fire facilities and $1,200 for a smoke machine; $13,524 for a water wagon for emergency management; $10,000 for backflow prevention; and $15,000 for city hall boiler inspection and repairs.
Reed explained the transfer to general fund reserves of $6,198,800 to the MRA to cover note interest and that the new CIP fund will begin with an estimated $2,180,456 in sales tax revenue allocated to projects including a partial library remodel ($680,456) and a $1.5 million repayment to the Civic Center.
Council discussed how the amendment fits the city’s reserve policy (target 30 percent; amendment estimated to raise reserves to about 22.5 percent) and staff explained the amendment is funded from prior‑year excess revenue and previously authorized loan proceeds as applicable. Members asked for clarity on specific items and staff confirmed exhibits and a detailed list were in the packet.
The resolution passed on a roll call vote. Staff will implement transfers and track special project spending in forthcoming reports to council.
Vote and action: Council approved Resolution 30‑66 to amend the City of Muskogee municipal budget for fiscal year 2025–26 and to transfer funds as listed in the packet.
