Board honors payroll officer Deborah Doolittle for 23 years of service; Auditor-Controller and deputy pay tribute

Chair Mashburn read Doolittle’s employment history, noting she began with the Auditor-Controller’s Office on June 10, 2002, progressed through multiple promotions and became payroll officer in October 2013. The clerk’s reading referenced systems Doolittle led, including PeopleSoft and IntelliTime, and cited her role as a primary point of contact for payroll systems.
Janine Harris, Auditor-Controller, praised Doolittle’s attention to detail and institutional knowledge, noting that "Every other Friday, like clockwork, we receive our paychecks thanks to our payroll team's tireless efforts behind the scenes." Deputy Auditor-Controller Ray Katapang recounted supervising Doolittle in recent years and described her as "the subject matter expert" who ran a tight payroll operation.
Doolittle addressed the board and public, thanked colleagues and family, and recounted examples of coworkers and county staff who supported her work over the years. She emphasized the community of coworkers, cited mentors and managers by name, and encouraged staff to continue working under new payroll leadership. "A job is not work if you love it," she said.
The board invited Doolittle’s family and colleagues for a photograph. The ceremony was recorded and the resolution was adopted by a unanimous roll call vote.
Also during the meeting the Department of Veterans Services recognized Mary Lou Bermudez as the Solano County employee of the month (December 2025). Department staff described Bermudez's role as a veterans benefits counselor and noted she joined the office on Oct. 15, 2024, through a VA vocational rehabilitation program; Bermudez thanked the board and pledged continued advocacy for veterans.
