City staff reported that Urbana Preservation and Planning LLC (Prescott) was selected from four proposals to conduct a historic properties inventory for Kingman. Staff said the selection prioritized proposals that make the resulting work product the property of the city and that Urbana committed to documenting and evaluating up to 100 properties on the Arizona Historic Property Inventory.
The staff presentation described the scope as a comprehensive survey covering transportation and travel pathways, mining history, industrial and wartime-era resources, post–World War II development, recreational and tourism-related heritage, and architectural styles spanning roughly the 1880s through the 1980s. Staff said Urbana has prior experience conducting Route 66 segment surveys and has worked with Kingman and ADOT on related efforts.
Financial and schedule details presented by staff: the contract budget was listed as not to exceed $33,000; the work is scheduled to begin technically on Dec. 1 with a kickoff meeting on Dec. 4; the project is expected to conclude by June 30, 2026. Staff said the city would own the final deliverables and the consultant team includes five key personnel assigned to specific tasks.
The report was presented as information-only; staff invited questions and said they would follow up as needed. No formal action or vote on procurement was recorded during the meeting.
