On April 17, the Historic Zoning Commission voted to forward updated Edgewood Park design guidelines to the Knoxville City Council for adoption after a final staff review.
Staff said the updated guidelines have been under revision for more than 10 years and were supported in part by a grant from the Historic Preservation Fund. The commission previously reviewed and largely approved the guidelines in January 2023; staff noted a lag in completion and several minor text revisions and refinements — including clarifications following a recent case involving a metal roof — and recommended the commission transmit the final documents to City Council.
Commissioners discussed whether the document allows future interpretation or requires formal amendments for change; staff said formal changes would require a formal process but that commission and neighborhood practice over time can guide interpretation. Commissioner Randazzo said the guidelines were written to allow neighborhood input on future interpretations. A motion to approve forwarding the guidelines to City Council based on staff recommendation was made, seconded and approved by voice vote.
Staff said the recommendation will be sent to City Council and that if council makes changes that require further HCC review, the item would return to the Historic Zoning Commission.
