Commission postpones Old North accessory-structure case after homeowner and staff disagree on materials

Staff (Melinda) recommended postponement, citing that the proposed materials and design did not meet Old North guidelines: the staff report listed T1-11 siding and flagged vinyl windows, which are not approved in the overlay. The homeowner (appearing on Zoom) clarified that the siding proposed is LP Smart Siding, not T1-11, and said she would replace the one window indicated as vinyl with a wood window; she also asked the commission to allow a sliding glass door for functionality because the structure is small and located inside a privacy fence.
Commissioners and staff explained that multiple outstanding conditions made a clean approval difficult and that having many itemized conditions can create enforcement and construction confusion. Commissioner comments emphasized that when there are several conditions it is clearer for the commission to see a revised, consolidated submittal rather than approving multiple item-by-item conditions. The neighborhood representative and staff recommended postponement to allow the applicant to work with staff and neighborhood resources and return with a clarified design.
The motion to postpone for 30 days passed by voice vote. Staff advised the homeowner to consult the Old North accessory-structure guidance, neighborhood representatives and contractors familiar with local guidelines before returning to the commission.
