City staff launch Phase 2 cleanup of Title 22 UDR to fix definitions, tables and implementation issues

Leanne, planning staff, introduced Phase 2 of the city’s Unified Development Regulations (UDR, Title 22) cleanup project and reviewed the history of the 2019 UDR rewrite and the Phase 1 cleanup completed in January 2025.
She said Phase 2 focuses on about 41 housekeeping and implementation items found during code use, including major priorities such as reconciling land‑use tables with the definitions in MMC 22.12, reworking partially‑applied NAICS codes in definitions, addressing missing land uses (for example, banquet halls in downtown commercial), and resolving implementation problems developers have raised about lot sizes and bulk requirements in denser zones. Leanne also pointed to process items—like ensuring accurate record drawings from developers—and clarified that Phase 2 is intended as a cleanup, not a revisit of major policy changes.
Leanne outlined the schedule: staff will bring individual code cleanup items to the commission beginning in early March, pursue targeted outreach to other boards as needed (EDAB), hold a public hearing in late March, and move the draft to city council for discussion, public hearings and potential adoption in May–June. She invited commissioners to review the land‑use tables and definitions in advance of upcoming discussions.
Commissioners thanked staff and noted workload and upcoming vacancies on the commission; staff canceled the Dec. 22 meeting and reminded the commission of upcoming recruitment for two openings.
