Kate said staff have drawn on guidance from the Department of Commerce, the Department of Ecology (wetlands guidance) and the Department of Fish and Wildlife (priority habitat and streams) and that the update will add a new critical aquifer recharge areas section because Monroe’s soils can support aquifer recharge. She said the package will include a citation matrix showing source materials and is intended to be submitted to the Department of Commerce for the required 60‑day state review.
Kate said she anticipates agency and tribal partner comments and expects to return to the commission in January with workshops to walk through the proposed changes; the goal is to complete adoption by March if the review proceeds without delay, though she cautioned the schedule could extend.
Kate noted she will not pursue interim regulations with the city council and that the work has involved reviewing codes from similar communities that have already adopted comparable changes with proper citations.
