The Spalding County Planning Commission on Nov. 25 approved a rezoning (application 42528Z) that would convert a 50‑acre rear portion of a 95‑acre tract at 1075 Amelia Road from R‑2 single‑family residential to Village Node as an expansion of the approved North Tallagga master plan community.
Chad Jacobs, representing the developer Minerva USA, told the commission the requested rezoning would allow roughly 145 traditional residential lots on the 50‑acre parcel, provide almost 11 acres of open space (about 22% of that parcel), and remain compliant with the county’s Spalding County 2042 comprehensive plan. Jacobs said the net density for the overall development would be about 2.17 units per acre—well below the character‑area maximum of four units per acre cited in the comprehensive plan.
Staff reported that the parcel connects internally to the previously approved master plan, that watershed and environmental buffers would be preserved, and that the Spalding County Water Authority had submitted a mid‑October letter stating adequate water is available for the expansion. Staff raised a timing concern: earlier approvals included a cap on phase‑1 lot counts (discussed as 1,137 dwelling units during the meeting) and the commission debated whether phase‑2 building permits should be held until a percentage of phase‑1 lots are built or occupied. After discussion, commissioners agreed to approve the rezoning with staff condition number 1—carrying forward the zoning conditions imposed on the March approval—leaving any detailed phasing or percentage thresholds to be clarified before the Board of Commissioners hearing.
Commissioner (speaker 10) moved to approve the rezoning with staff condition number 1; a second was given and the motion passed with no opposition. Staff said the rezoning will be transmitted to the Board of Commissioners for their Dec. 15 hearing.
