Board members discussed whether municipalities or townships that join after the first year should be charged a higher rate or placed lower in scheduling priority; staff said the current design allows partners to enter the MOU at any time during the first year and that a pay‑per‑use model reduces near‑term disadvantages for early partners, though adjustments in later years could be considered.
The motion to approve the Ways & Means recommendations passed unanimously, and staff were directed to follow up with partner outreach and vendor negotiations.
