The Spalding County Planning Commission on Nov. 25 approved a final extension for the preliminary plat of Stonebriar Subdivision phases 3 and 4, allowing the developer to move forward toward land‑disturbance permitting.
Mr. Allen, planning staff, told the commission the previous extension had been approved in November 2020 for two years and then expired in 2022. He said the county code allows two extensions and that if the commission approved the request that night it would be the project’s second and final extension under the code.
Commissioners asked whether entitlement to extensions transfers with a change in ownership; staff said county policy has historically treated extensions as tied to the land and not restarted when ownership changes. Commissioners also sought confirmation that the 2022 plat still complied with applicable subdivision standards; staff said the lots and standards approved at rezoning remain the governing standards.
Commissioner (speaker 10) moved to approve the extension with the prior zoning conditions; another commissioner seconded the motion. The chair called the vote and announced there was no opposition; the motion passed.
The extension clears a procedural hurdle so the developer can pursue necessary permits and site work. Staff noted the developer planned to begin work in late 2025 or early 2026 and recommended that the motion include the prior zoning conditions.
