City staff seeks council ratification for $150,000 Daniels Fund tennis grant submission

City staff asked the Casper City Council on Dec. 9 to retroactively ratify a $150,000 grant application submitted Dec. 2 to the Daniels Fund for the Washington Park tennis facility, explaining the submission proceeded because of a staff transition and a mistaken belief that prior approval had been granted.
Nick (city staff presenting the item) said the grant would fill a funding gap and restore scope items removed from the project when earlier funding fell short. “That grant was submitted Dec. 2 by the deadline, and now we are asking you to ratify that submission if you so choose,” Nick told council. He said the city has worked with the Daniels Fund for months and had been invited to apply; if council declines ratification staff will withdraw the application.
Council asked how the remainder of the project gap would be met if the Daniels Fund award is not received; staff explained another pending US Council of Mayors grant has been submitted and could fill the balance if awarded, but it is not yet certain. Staff also noted that, if necessary, additional project scope could be cut to bring costs within budget.
Next step: staff requested direction on whether to ratify the submission; if council supports ratification, staff said they will proceed to include the grant in project funding plans and continue other grant efforts to close the remaining gap.
