Killeen moves to adopt 2024 International Building and Fire Codes and 2023 NEC

KILLEEN, Texas — City staff told the Killeen City Council on Dec. 2 that adopting the 2024 International Building Code, the 2024 International Fire Code and the 2023 National Electrical Code will modernize local standards, improve safety and support energy-efficiency updates.
Presentation materials noted that the city currently uses earlier code editions and that the proposed ordinance includes local amendments. Staff said the ordinance contains an effective date of Jan. 1 and highlighted several notable technical changes: updates to smoke alarm and sleeping-loft provisions, provisions tied to electric vehicle charging and solar-ready requirements for some residential work, and revised National Electrical Code rules for GFCI protection and branch circuits.
Staff also tied the adoption to the city’s ISO building-code effectiveness score and said peer Texas cities have moved to the 2024 codes. There were no substantive questions from council during the presentation, and the ordinance was placed on the consent agenda and approved as part of that consent vote.
The ordinance as included in the consent package was approved by council in a 7–0 vote; staff said they will coordinate any required public notice and implementation steps with affected permitting and inspection teams.
