Northside trustees split Bexar appraisal-district votes; allocate Medina and Bandera votes

Trustees spent a lengthy portion of Tuesday’s meeting on the board’s appointment to the Bexar County Appraisal District board and how to allocate Northside ISD’s 368 weighted votes.
Dave Gannon, chair of the Bexar County Appraisal District, told trustees that a so‑called Tarrant County appraisal plan under consideration in other parts of the state had the potential to constrain property-tax revenues and reduce school funding over time. "It was designed to provide property tax breaks for high value homeowners," Gannon said, and county-level changes could reduce revenues for municipalities and school districts.
Trustees discussed strategy for allocating their 368 votes among candidates. After reviewing current vote totals for candidates (including Ivelisse Gonzalez at 450 votes, Gerald Lopez at 278, Dr. Barksdale at 322, Becky Ruiz at 71 and others), the board considered multiple allocation schemes. Trustee Zapata moved to split Northside’s votes evenly between Ivelisse Gonzalez and Gerald Lopez; the motion passed with a recorded 5–2 vote (Zapata, Hall, Sancedo, Duran and Hasso in favor; Blunt and Freeman opposed). An abstention was recorded during the final tally.
On smaller appraisal districts, trustees later allocated their 130 Medina Central votes to Harold Buschcom by motion and divided Bandera Central’s 50 votes among four candidates (13, 13, 12, 12) by consensus.
Board members said they considered incumbency, prior votes on appraisal plans and the potential fiscal effects on Northside when making their choices. Administration staff said the district will submit the board’s resolution to the appraisal districts by the applicable deadlines.
