Wooster Council adopts multiple infrastructure and boundary measures; budget kept for further review

The Wooster City Council voted on a number of measures at its Dec. 1 meeting, adopting resolutions and ordinances authorizing infrastructure contracts, loan applications and a settlement payment while leaving some items for further review.
What the council approved (adopted on Dec. 1): - Ordinance 2025-24: Levied special assessments for sidewalk and streetscape improvements on South Market Street and South Street (affecting City Square Steakhouse and the Lyric Theater). The project final cost came in at $44,321.76, roughly $23,000 under the preliminary estimate. Assessments were set at $175.88 per foot of frontage (Lyric Theater $37,110.68; City Square Steakhouse $7,211.08). Council suspended the rules and adopted the ordinance the same night.
- Resolution 2025-67: Authorized the administration to advertise and contract for replacement of a 16-inch water line under US 30 just west of the Spruce Street bridge. Design is complete and the project is included in next year’s budget; the new line will be installed inside a steel casing for protection.
- Resolution 2025-69: Authorized the director of administration to apply for and accept a Water Supply Revolving Loan Account (WSRLA) for the S4 well project. Council noted the loan structure discussed at the meeting was a 30-year loan at 0% interest and adopted the resolution on suspension.
- Resolution 2025-70 and Resolution 2025-71: Petitions to the Wayne County commissioners to change township lines to conform with city corporation limits for two recent annexations (1361 Mechanicsburg Road — 1.859 acres — and 1966 Old Mansfield Road — 20.4 acres). Council adopted both resolutions on suspension; the administration said conforming reduces duplication of taxation and will temporarily reimburse affected townships on a declining schedule over 12 years.
- Resolution 2025-72: Authorized additional spending for parts/services from Rexel above the city’s $75,000 limit (transcript shows a higher threshold figure but the precise adopted ceiling was not specified in the meeting record). Staff explained the vendor is required because of compatibility with existing motor control centers and that key pumps and headworks components are at end of life.
- Resolution 2025-73: Authorized finance and administration directors to enter a settlement and issue payment to MRR Properties 2, LLC for damages at 146 East Liberty Street arising from a city-owned fire-line valve leak. The insurance claims board recommended reimbursement of approximately $8,002.67 to cover provable damages; council adopted the resolution.
Left on further consideration or on first reading: - Ordinance 2025-23 (2026 appropriations): Read and discussed; council reviewed amendment procedures and deferred final action to the next meeting.
- Resolution 2025-68 (Gashi Street improvements): Declared the necessity of a multi-element improvement plan for Gashi Street and began the assessment process; preliminary assessments total roughly $25,500, with individual storm-sewer assessments estimated at about $1,200 per property. Council left the measure on first reading to allow additional resident outreach and comment.
Voting and process notes: Several items were adopted on suspension of the rules after council suspended the normal multi-reading requirement. Roll-call results recorded in the meeting transcript show unanimous 'yes' votes on the adopted measures recorded that night.
The administration said design work for the water line project is complete and that several projects are included in next year’s budget; some items will require further public engagement or additional readings before construction begins.
