Pembroke Park officials push to authorize wastewater and stormwater rate study

Town Manager David Lynch told the commission on Dec. 1 that postponing a wastewater and stormwater rate study delays infrastructure repairs for lift stations and sewer work. Director of Public Works Jeff Odom described the study’s purpose: to measure utility revenue needs, model debt service for potential utility bonds and provide a financial plan commissioners can act on.
Staff identified a consultant (referred to in the meeting as Reftellus/Ref Tellus) and estimated the combined study would be roughly $100,000; commissioners discussed seeking comparative pricing and piecemeal authorization to allow vote-by-vote decisions. The manager asked staff to place engagement of the recommended consultant on the Dec. 10 regular meeting agenda (consent if no one objects) so the study can begin.
Town Attorney indicated that engagement of the consultant is a commission action and recommended placing the resolution on the Dec. 10 agenda. Commissioners agreed to add the item to the agenda; no formal contract was executed at the workshop.
