Galena council advances comprehensive plan and several tax-abatement ordinances in first readings

The Galena City Council on Dec. 8 held first readings for the city’s comprehensive plan and the 2025 tax-levy ordinance and approved first readings or abatements for several tax-related ordinances.
The council opened new business with a first reading of an ordinance adopting the City of Galena comprehensive plan dated Nov. 24, 2025. A motion to approve the first reading was made and seconded; during discussion a councilmember asked whether a requested change to include an EMS-related update had been applied, and the presiding official confirmed the change would be included. The council took roll call and the presiding official announced the motion carries, advancing the ordinance past first reading.
Councilmembers also approved the first reading of the 2025 tax-levy ordinance, which sets the levy for taxes to be collected in 2026; the first reading passed on roll call. In the same sequence the council advanced several ordinances abating certain tax levies for discrete projects and properties, including an abatement related to 2020 bonds, an abatement for the Palace Campground, an abatement for the 'Guys Towing' project, and an abatement for the Schrowman and Wilson property. In several of those cases a councilmember moved to approve the first reading and to waive the second reading; those motions were seconded and passed on roll calls.
