The Florida Virtual School (FLVS) Board of Trustees approved a second amendment to the district's FY25‑26 budget and carried multiple consent and policy actions at its quarterly meeting. Trustees also heard quarterly financial and foundation reports and recognized student achievements.
The chair opened the meeting and the board proceeded through roll call before approving minutes from prior meetings. Corey Wheeler, senior director of financial and treasury services, presented the quarter‑ending financial snapshot, reporting program completions and fund projections. "The charts I will share with you provide a snapshot of our financial information," Wheeler said as he outlined year‑to‑date completions, revenues and expenditure changes.
Wheeler told trustees that flex completions for the quarter ended Sept. 30, 2025, were 147,200 (an increase of 13,941 from the prior year) and that virtual learning lab/self‑pay completions were 8,507 (up 2,788). He said year‑to‑date general fund revenues increased $1.3 million to $89.7 million and year‑to‑date expenditures rose $3.4 million to $77.0 million. For the fiscal year, revenues are projected to rise to $385.3 million and the operating fund balance was projected to remain at roughly $146.1 million.
On agenda item 7.1 the board voted to adopt the proposed second amendment to the FY25‑26 budget. Wheeler summarized the fiscal impact: a net increase in the general fund ending balance of $6.9 million (from $130.3M to $137.2M), revenues up $16.0M and appropriations up $9.0M; the Enterprise Fund showed a net decrease of $150,000 and other line‑item revenue/appropriation adjustments were described in the presentation. A trustee moved, a second was recorded, and the motion carried on a voice vote.
The board also approved an omnibus consent agenda that included two contract items (a multimedia distribution and management system and an increase in contract spend authority) and four reports (the FLVS out‑of‑field plan, reappointments to the FLVS Foundation board, the quarterly staff data report and a disposal of assets report). Trustees moved, seconded and approved the omnibus consent package by voice vote.
Deputy General Counsel Karen Chastain presented item 8.1, a package of policy work for first reading that included three proposed new policies, five proposed amendments (including three reflecting 2025 legislative changes) and the repeal of the FLVS legacy policy manual. Trustees authorized publication of the proposed text for public notice and hearing; later, following the public hearing period with no callers, the board approved the recommended policy actions on agenda item 9.1 by omnibus motion and voice vote.
