Caroline County Planning Commission forwards two zoning text amendments, defers one and opens ordinance updates for communications

The Caroline County Planning Commission on Nov. 20 voted to forward two text amendments to the Board of Supervisors, deferred a separate amendment until its next meeting and authorized staff to begin broader zoning ordinance updates for communications facilities.
Commissioners approved amendments to the subdivision ordinance that update standards for private access drives. "The creation of 3 or more lots requires the access drive for the lots to be constructed with a base of 6 inches of number 25, 26, or 21A stone with the entrance paved for 25 feet from the edge of the public road," planning staff explained during the meeting. The commission voted to forward that text amendment (recorded as s0012025) to the Board of Supervisors with a recommendation of approval.
The commission also held a public hearing on a related site-plan amendment (referred to as text amendment 042025) that corrects a missing section in the prior packet and updates language to replace references to the "planning commission" with "subdivision agent" in one site-plan provision. No members of the public spoke. Commissioner Richard Williams moved — and Mister JV Young seconded — that the amendment, as amended, be forwarded to the Board of Supervisors with a recommendation of approval; the motion carried on a voice vote.
Staff requested, and the commission approved, a deferral of text amendment 052025 until the commission's next regular meeting.
Separately, planning staff asked the commission to authorize initiation of a comprehensive text amendment to multiple portions of the zoning ordinance related to communications facilities (Article 15, Section 8(b)). County Attorney Max Lavin advised motions to initiate should cite "the general health, safety, welfare, and good zoning practice;" commissioners voted to authorize the initiation so staff can draft ordinance language that brings the county into conformance with state code.
The meeting record shows motions were moved and seconded on the floor and adopted by voice vote; the record indicates commissioners answered procedural questions and asked for clarifications before voting. The commission adjourned to its next regular meeting on Dec. 18, 2025, at 6:30 p.m.
What the commission approved will now go to the Board of Supervisors for final consideration. The staff packet and the forwarded motions will contain the amended text for the board's review.
