San Marino Unified recommended and the board approved a 'positive' certification of the first interim financial report for 2025–26 at the Dec. 9 meeting, signaling the district projects it can meet its financial obligations for the current and next two fiscal years.
Chief financial staff presented highlights from the SACS report and narrative: enrollment is projected to rise by about 214 students, producing approximately $2.2 million in additional LCFF revenue for 2025–26. Local revenues from donations and parcel taxes are expected to remain stable, while federal funds represent a small share of overall revenue. Personnel costs continue to dominate expenditures (about 76.7%), and the district included several assigned balances in the ending fund balance for board goals, position-retention contingencies, instructional materials and innovation programs.
Staff noted projected increases in pension contributions (PERS) and other operating costs and explained an included liability on the ledger related to a county invoice (~$668,000) that is recognized in the interim report. The district maintains a required 3% reserve for economic uncertainties and additional assigned/committed balances intended to provide one-time funding flexibility and to minimize layoffs in case revenue declines.
Board members asked clarifying questions about book/supply increases, how enrollment growth impacts net position and assumptions behind projected revenue. Staff said the first interim snapshot includes data through Oct. 31 and that future interim reports will update attendance and revenue assumptions. The board approved the first interim report and directed staff to submit the positive certification to the Los Angeles County Office of Education.
