The City Council directed staff to send a formal letter to the Local Agency Formation Commission asking LAFCO to analyze and consider expanding the city’s sphere of influence for several outlying areas, and to pursue annexation paths where appropriate.
Contract planner Lori Tamura described the city’s draft response to LAFCO and identified areas of interest including the Bailey Corridor (which contains the Badger/Bodger Meadows project), portions of Floradale and Central, and areas north near Vandenberg Village and Mission Hills. Tamura explained that some applications, such as an SB 330 filing for a portion of Badger Meadows, remain under county review and that annexation is commonly a condition tied to utility and sewer service.
The council discussed strategy for the Bailey Corridor, and Mayor Mosby and staff recommended splitting the corridor request into three separate applications — the Bodger/Bodger Meadows parcel, two northern parcels, and the larger corridor — so LAFCO can consider smaller, more targeted requests if it declines a full corridor transfer. Council approved the letter with that modification by consensus (5–0).
Tamura also said LAFCO recently received a grant to study countywide agricultural land and sphere policies, and staff will coordinate city annexation proposals with that broader study. The council asked for a Gantt‑style timeline to be returned alongside general plan updates to help the community track progress.
