The moderator said the policy text of 02/26 had not changed since the prior meeting but that the administrative regulation language had been updated to be consistent with state law on student searches. The committee signaled no further substantive comments on the student-search policy and indicated readiness to forward it.
On vaping and tobacco, the moderator indicated policy 2 27 will be removed and replaced with the newly approved policy 2 22. The committee also reviewed policy 3 51, the employee controlled-substances policy, and agreed it should move forward.
Discussion of the volunteers policy (09/16) focused on AR wording and classification. Board members asked that the AR make clear in plain language who is a volunteer versus a nonvolunteer/visitor and provide building-level models so administrators can explain required paperwork. A question arose over volunteer transportation: the policy language states volunteers will not be requested or required to transport students, and if volunteers do transport students it is their liability unless prior approval is obtained from the superintendent; committee members asked staff to clarify district liability and to make the approval process explicit.
A board member reported staff are drafting a letter and form to govern outsourcing and recruitment activities — including when crowdfunding or third-party recruiting requires prior approval — and that draft documents are under review.
The moderator summarized the committee's action: "So then it sounds like we can move all of those forward to the board for a vote in December." No committee roll-call votes were recorded in the transcript; items were referred to the full board for consideration.
Next steps: referred policies will appear on the full board agenda in December; ARs and supporting forms are to be finalized and returned to the committee for review, with an expected AR presentation in January.
