Saint Charles council approves 2025 property tax levy and multiple special service area levies

The Saint Charles City Council opened and closed a public hearing on the proposed 2025 property tax levy and then approved an ordinance levying taxes for the 2025 levy year. Following that vote, the council separately adopted a series of Special Service Area (SSA) ordinances covering multiple districts, including SSA 1A, SSA 1B, SSA 5, SSA 6, SSA 7, SSA 10, SSA 13 and SSA 57.
During public comment at the hearing, resident Steve Leffler said he is one of 38 non-commercial property owners taxed under SSA 1B and asked the city to begin a process to disconnect residential parcels from that SSA. Council members recorded the comment before moving ahead with the formal votes.
The council also approved a resolution to authorize a service agreement with Habitat for Humanity of Northern Fox Valley for the Urgent Need Home Rehabilitation Grant Program and approved a related allocation from the St. Charles Housing Trust Fund. The allocation vote recorded one abstention (Alderman Petrillo); otherwise, roll-call votes on the levy and SSA ordinances were recorded as carrying.
The mayor and council emphasized the distinction between the public hearing (for comment) and the separate ordinance votes; the levies and SSA ordinances take effect according to the dates in those ordinances. Residents who raised concerns about SSA boundaries were told the city will consider follow-up processes and staff responses.
The council's approvals complete a key step in the city's 2025 revenue and special district financing process. Citizens seeking to challenge SSA boundaries or request parcel removal were advised to contact city staff for next steps.
