Palatka CRA receives code compliance and financial reports, recognizes departing board member

Code compliance: Harold Bartelli presented the CRA end-of-year code compliance report. Since the previous meeting the code office logged 8 new cases in historic districts (3 pending, 5 closed). Year-to-date the office has recorded 79 cases across the three historic districts, of which staff reported 67 have been closed and 12 remain open; Bartelli said he can include before-and-after photos in future reports.
Financials and grants: Finance staff (Miss Pierre) briefed the board on modified accrual accounting timing: revenues were not yet recognized for the fiscal year because Putnam County had not distributed ad valorem tax revenues at the report date. Expenses and transfers to date were $16,797; the CRA’s total fiscal-year budget was listed as $2,814,774. City manager staff also reported that three building-improvement grant recipients have completed work and staff is preparing payouts after verification.
Recognition and adjournment: The board honored Ms. Jackson for service to the CRA since 2022. A motion to adjourn carried and the meeting closed.
What’s next: Staff will include requested photos with future code reports, process grant disbursements after project verification and bring a January update on branding and wayfinding.
