Family accuses Plano Police of 10‑month delay forwarding alleged abuse case; council asked for public review

At the city council’s public comment period on Nov. 25, Leticia Nelson and Alvin Nelson asked the council for accountability after what they described as months-long inaction by the Plano Police Department in a felony abuse case involving their 19-year-old nonverbal daughter.

Leticia Nelson said she provided synchronized video and audio with time stamps and documentation to police in March and that Adult Protective Services confirmed abuse months ago, but the family was told the department had not acted. She told council the department did not forward the felony case number to the Collin County district attorney until Nov. 20 and that the DA office told the family it had not yet processed the submission.

"For over 300 days, this city has not" protected our most vulnerable residents, Leticia Nelson said, asking the council for two actions: a public commitment to support indictment and prosecution of the named school employee, and a public review of police leadership to explain the delay.

Alvin Nelson said a school resource officer initially characterized the video as showing "nothing wrong," and said that decision contributed to the delay. He asked the council and the chief to explain why a felony referral with video, audio and medical documentation remained unprocessed for nearly a year.

Council did not take immediate formal action on the record in response to the request. Staff and council members acknowledged the comments; no council motion or vote on an independent review or formal commitment to the DA was recorded during the meeting.
