Council orders 214th Street reconstruction project with assessments for property owners

Lakeville City Council held a public hearing Dec. 1 and ordered plans and specifications for the 2026 reconstruction of 214th Street West (City Project 26-01). Director Omi summarized the scope: roadway reclamation and recycling of pavement, adding approximately one foot to the pavement section, new curb and gutter on the east side, storm sewer enhancements and new or protected water-valve infrastructure.
Project estimate is $577,000, with $262,000 proposed from the pavement management fund, an estimated $158,000 of assessments to benefiting property owners and other contributions from water operations and the storm sewer infrastructure fund. Under city policy, the street portion is assessed at 40% of the applicable cost; staff recommended a per-unit assessment method because front-footage varied among parcels. Using the current estimate, staff cited an estimated per-parcel assessment of about $31,687.94 (final assessments to be recalculated after bids).
Staff said wet-year revenue impacts and other schedule items informed financing choices. The public hearing was opened and, with no public comments, closed. Council then adopted a resolution ordering the improvements and authorizing preparation of plans and specifications; the assessment hearing will be separate and scheduled after bid results.
Why it matters: The reconstruction is intended to address a street with an overall condition index of 25 (poor), improve drainage, and enhance the structural pavement section. Property owners on the assessed list should expect a future assessment hearing and a per-unit assessment estimate.
What happens next: Staff will prepare final plans and specifications in December-January, bid the project in February (bid opening cited as Feb. 18), hold an assessment hearing (scheduled March 2 as estimated), and begin construction in April with completion aimed for June 2026.
